GPRFO 3-Layer Verification Rule

Every incident passes through three rigorous verification layers before publication.

Minimum Evidence

Required: Photo/video evidence + 2 of the following:

  • Location (verified GPS or landmark)
  • Date of incident
  • Victim identification (anonymized)
  • Attacker identification (group or description)

Two-Source Rule

No incident is logged unless confirmed by:

  • 2+ independent local sources (different locations, no coordination)
  • OR 1 regulated institution (government, UN, accredited NGO)

Single-source reports are held in "unverified" status until second source confirms.

Analyst Review

Senior conflict analysts review all high-impact incidents:

  • All attacks with >5 deaths reviewed by senior conflict analyst
  • Cross-reference with historical patterns
  • Consistency check with other regional data
  • Final classification and risk scoring

Limitations

  • Underreporting:

    Remote areas with no communication may have delayed reporting. We flag data confidence levels.

  • Active Conflict Zones:

    Real-time verification may be delayed in areas with active fighting. We prioritize agent safety.

  • Classification Disputes:

    Some incidents may have disputed religious vs. ethnic motivations. We report both perspectives.

GPRFO is a non-profit foundation. We receive no government funding that could influence our data or analysis.

We do not advocate for specific policies, political parties, or religious institutions. We provide neutral, verified data so others can act.
